At a Meering of the Council of the City of Leeds held in the Council Chamber at the civic hall on Monday, the Thirteenth day of April Two Thousand and One, at a special Council convened for the sole purpose, the Lord Mayor (Councillor Bernard Peter Atha, OBE) in the chair, It was resolved Unanimously that under and in pursuance of the powers conferred by Section 249 (5) of the Local Government Act of 1972, we accordingly admit the said Nelson Rolihlahla Mandela to be an Honorary Freeman of the City of Leeds in the recognition and high appreciation of the life-long struggle against racism and apartheid and the quest for peace in South Africa.
