Physical characteristics and technical requirements

Cream coloured certificate housed inside black folder. Taken out of folder for preservation. Inside cover is lined with white fabric. Certificate is held in place by black triangles at each corner. Certificate has the red and blue logo of the City of Richmond on the upper right corner and the gold seal of Richmond, California, with red ribbon, affixed to lower left corner. Certificate text, in blue and black, reads:
City of Richmond
Office of the Mayor
Proclaiming
March 11, 1990
Nelson Mandela Day
Whereas, as member of a multi-cultural, multi-racial city, Richmond residents believe that any victory against racism and injustice anywhere in the world is a victory for all people; and
Whereas, one of those victories was the long-awaited release of Nelson Mandela, a leader of the African National Congress and internationally acknowledge symbol of the strength, determination and resolve of the South African people; and
Whereas, while we celebrate each victory resulting from the intense, decades long struggle against apartheid, we recognize that they are only benchmarks toward the creation of a free, democratic, and non-racial society in South Africa; and
Whereas, as stated by Randal Robinson of Trans Africa, Mr Mandela has been released from one prison into a larger one in which he and other Black people still do not have freedom of movement, the right to vote, wages equal to that of their white counterparts or freedom of political expression;
Now, therefore, I, George L. Livingston, Mayor of the city of Richmond along with the city council recognize the victory achieved in the release of Mr Mandela and declare March 11, 1990 Nelson Mandela Day in the City of Richmond.
Signed by: George L Livingston
