Cream coloured certificate housed in dark blue folder. Inside cover has white endpaper. Taken out of folder for preservation.
Certificate is held in place at the folder's corners by 4 white ribbons. Certificate includes the seal of the City of New York at the top. Gold seal of the "Office of the President Borough of Brooklyn" is affixed to the lower left section of the certificate.

Whereas, it is a time-honoured tradition in the Borough of Brooklyn to recognize and pay special tribute to those distinguished world leaders who play a pivotal role in bringing peace and justice to our nation and world; and
Whereas, Nelson Rolihlahla Mandela has struggled against the apartheid system in South Africa, and his life of dedication and sacrifice in the face of extreme opposition and 27 years of incarceration now stands as a symbol of freedom and justice for all; and
Whereas Nelson Mandela, a hereditary African Chief, lawyer, political leader and statesman, formed the first black legal practice in South Africa, and throughour his life has rejected the ideological and racial differences which have divided South Africans; and
Whereas Nelson Mandela has earned the love and admiration of millions of people around the world for his dedication to the principles of freedom and equality; and
Whereas, on behalf of all Brooklynites, I salute Nelson Mandela, a legendary leader in mankind's search for equality and justice;
Now, therefore, I, Howard Golden, President of the Borough of Brooklyn,
In witness whereof, I have hereunto set my hand and caused the seal of the Borough of Brooklyn to be affixed this 25th day of June, 1990.
