Award is an authenticated photocopy of the Record of the Resolutions of the Commune di Cesena Town Council awarding Mr Mandela the Freedom of the Town of Cesena. It is 9 pages long: 4 pages are of the record in English, 4 pages are of the record in Italian. The final page is blank. All pages, except the final blank page, are stamped (once or twice) with the blue seal of the Comune di Cesena Segreteria Generale. There is a large blue stamp on both the English language version and the Italian language version of the record that confirms the document as a photocopy. It is signed and dated.

The third page sets forth the regulations and authorities legitimizing the award. It also states:
The town Council resolves
-to confer the freedom of the city of Cesena on Mr Mandela, Nobel Peace Prize winner, considering his above mentioned merits
-to approve that this conferring will take place during a public ceremony.
