Gray certificate housed in blue folder engraved in gold with the seal of the City and County of San Francisco and the text, "Art Agnos, Mayor." Taken out of folder for preservation.
Certificate is held in place by yellow ribbon triangles at each corner. Top of certificate has an image of a rising phoenix, as found on the city's flag. Gold stamped seal of the city, with attached yellow and black ribbons, is affixed to bottom left corner of certificate. Certificate text, in black, reads:
Proclamation
Whereas: San Francisco is proud to salute and honor the release of Nelson Mandella, leader of the African National Congress and resistance to apartheid in South Africa, and we call for the release of all other South African political prisoners; and
Whereas: the people of South Africa have welcomed the release of Nelson Mandela, the leader of the African National Congress, but have insisted that apartheid cannot be reformed., it must be abolished and replaced with full democracy, including the right to vote on the basis of one person, one vote in a unified, nonracial South Africa; and
Whereas: San Francisco will continue to prohibit deposits, investments, contracts or purchases involving city funds with persons, financial institutions, or other businesses having specified relations with either the government of South Africa or certain private enetities doing business with or or in South Africa and keep them enforced until full democracy is established in that country; now
Therefore, be it resolved that I, Art Agnos, Mayor of the City and County of San Francisco, do hereby in recognition of this historic event, proclaim the week of March 11 through 17, 1990 as....
